Many people have discussed East Palo Alto City Council's decision to remove Carlos Romero from regional boards and commissions following his repeated violation of East Palo Alto's Code of Conduct for Elected Officials.
The Code of Conduct for Elected Officials can be found here:
Item E from the Code of Conduct:

On June 3rd, 2025 East Palo Alto City Council discussed my proposal to fund the YMCA. This funding has tangible results for EPA residents: starting on October 25th, the YMCA will be free for EPA residents and there will also be free swim classes and youth basketball clinics and a league. Carlos Romero greatly objected to my proposal and said, “Your child does not want go to perhaps to multiracial groups doing basketball and football that they should only go to the YMCA, that’s fine.”
The full clip is here:
Martha Barragan warned all members of City Council about our Code of Ethics at the June 17th, 2025 meeting and stated that further violations of the Code of Conduct would result in consequences, including removal from boards and commissions.
You can see her statement here:
On September 2nd, City Council was discussed a housing project at Bay & University. This is the big empty lot across from City Hall, the lot that has been vacant for over 30 years. The majority of City Council was in favor of changing our Inclusionary Housing Policy for this project, something that Carlos Romero disagreed with. He repeatedly used the phrase "deaf and dumb" while disagreeing with Webster Lincoln's proposal to vote on this proposal.
East Palo Alto City Council met on September 10th and voted to remove Carlos Romero from regional boards and commissions due to his repeated violations of our Code of Conduct.
Former East Palo Alto Mayor and City Councilmember and current Act Blue CEO Regina Wallace-Jones spoke up in favor of the resolution:
Ravneel Chaudhary made a Brown Act Complaint after the meeting. John Le, the City Attorney for East Palo Alto, wrote a response to his complaint. There was no Brown Act violation at the September 10th meeting. Le's letter goes into detail on this issue.
I hope this gives some background and context for anyone concerned or curious about this issue.
